- 1. This is a combined synopsis/solicitation notice of intent for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI1005 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 97-21. The National Institute of Allergy and Infectious Diseases intends to procure a sole-source simplified acquisition with the Research Animal Diagnostic and Investigative Laboratory of the University of Missouri for Impact Profile I Biological Testing. The biologicals to be tested may be from animal sources potentially infected with agents that could have adverse affects on the research project or put the test colony at risk of a disease outbreak. To negate the possibilities, investigators are required to test biologicals before the Animal Care and Use Committee will approve conduct of their Animal Study Proposal. Historically, biologicals have been tested with a Mouse, Rat or Hamster Antibody Production (MAP, RAP, HAP) test. However, approximately one year ago, the University of Missouri developed a Polymerase Chain Reaction (PCR)-based alternative to the these tests that does not require the use of animals. The test, designated IMPACT, has been shown to have a sensitivity equal to or greater than that of traditional testing; the IMPACT also takes less time and costs less than traditional testing. Currently, the Missouri University's IMPACT is the only comprehensive, extensively-validated, PCR-based test commercially available for this purpose. The NIAID estimates that it will need approximately two hundred and fifty (250) tests during the period 3/1/01 through 9/30/01. Test results will be delivered to the Animal Care Branch, NIAID, in Bethesda, MD. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications.
