- Please Note: THIS IS NOT A REQUEST FOR PROPOSAL. The Federal Bureau of Prisons has a requirement for the design, and all related professional Architect/Engineering(A/E) services to renovate the infrastructure system, and design a new powerhouse, new building for storage/vehicle maintenance, and a new housing unit at the Federal Correctional Institution at Sandstone, MN. The original facility was constructed in 1939, with various additions and facility alterations throughout the past 50 years. The property is considered eligible for listing on the National Register of Historic Places. The infrastructure renovation will involve, but not limited to, the repair and/or replacement of the following systems: water (including water tower replacement), sanitary sewer, storm water drainage, heating distribtion, airconditioning, domestic hot water, fire protection, fuel distribution, electrical, and communication. The powerhouse and storage/vehicle maintenance building will be located outside the secure perimeter of the institution. The powehouse will include, but not limited to: central heating equipment (boilers), electrical switchgear, emergency generator equipment, domestic hot water tanks and distribution pumps. The storage/vehicle maintenance building will include, but not limited to: storage of materials for recycling, paint storage, vehicle storage, and maintenance. In addition, a new housing unit to accommadate approximately 512 inmates is also planned. The design of the new housing unit will be an add-alternate for the related A/E Services proposed contract. A/E services consist of; the development of construction documents; specifictions; cost estimates; life cycle cost analysis; bidding; construction administration; inspection; and mediation between the Bureau of Prisons and any applicable governing agencies for a project of this type. Due to the historic nature of FCI Sandstone, it has been surveyed by the State Historic Preservation Office(SHPO). Therefore, all A/E's must be able to participate in the SHPO and Section 106 process in order to meet those criteria. The estimated cost of construction is more than ten million dollars. Consideration will be limited to firms licensed to practice in the State of Minnesota and located within a 100 mile radius of Sandstone, Minnesota. Selection of firms to be interviewed will be based on the following evaluation factors: Firm's Capacity and Capability(30%), Proposed Project Team and Organization(30)%, Experience, and Past Performance(30)%, and Experience with SHPO and the Section 106 process(10)%. Anticipated award of A/E contract is April 2001. Firms responding to this notice within 30 Calendar Days after publication will be considered.
