Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The RFQ number is N66001-01-Q-5016. Pursuant to the authority of FAR 13.5, this acquisition will be conducted using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect on the date of issuance of this synopsis. This requirement is unrestricted. The award resulting from this RFQ will be a Firm Fixed Price Contract. The NAICS code is 51114. This requirement is for a base year and two one-year options. Base Year (12 months): CLIN 0001: Web-based subscriptions using password or IP address to the following data: Current military specifications and standards (10 simultaneous users); Historical military specifications and standards (8 simultaneous users); DoD adopted standards (10 simultaneous users); Naval instructions and directives (3 simultaneous users); Electronic Industries Alliance standards (3 simultaneous users); GSA Contracts data (8 simultaneous users); Allowance Parts List/Allowance Equipage list (APL/AEL) (10 simultaneous users); Federal Logistics Data (10 simultaneous users); NATO documents (3 simultaneous users); ANSI electrical, electronic, and information systems standards (3 simultaneous users); ISO/IEC information technology documents (3 simultaneous users). CLIN 0002 Software licensing agreement (if applicable). OPTION PERIOD II (12 months): CLIN 0005: Web-based subscriptions using password or IP address to the following data: Current military specifications and standards (10 simultaneous users); Historical military specifications and standards (8 simultaneous users); DoD adopted standards (10 simultaneous users); Naval instructions and directives (3 simultaneous users); Electronic Industries Alliance standards (3 simultaneous users); GSA Contracts data (8 simultaneous users); Allowance Parts List/Allowance Equipage list (APL/AEL) (10 simultaneous users); Federal Logistics Data (10 simultaneous users); NATO documents (3 simultaneous users); ANSI electrical, electronic, and information systems standards (3 simultaneous users); ISO/IEC information technology documents (3 simultaneous users). CLIN 0006 Software licensing agreement (if applicable). Subscription must be installed no later than 26 February 2001 at Space and Naval Warfare Systems Center, San Diego, CA in the Technical Library, Code D0274. Provision 52.212-1, Instructions to Offerors-Commercial (OCT 2000) applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items (JAN 1999) applies. Specific evaluation criteria to be included in paragraph (a) is: Minimum specifications to be considered for this requirement: 1. Database descriptions and requirements (shall provide the following databases, either separately or combined, and meet the minimum user specifications as described). Must be specific. Current military specifications and standards (10 simultaneous users): The database shall provide full text access to all current military and federal specifications and standards and data items descriptions (DIDs). The database shall provide both text format for downloading and editing in a standard word processor and images (i.e., PDF, TIFF, or GIF) of the actual documents. Historical military specifications and standards (8 simultaneous users): The database shall contain a complete file for all historical, cancelled, and superseded military specification and standards back to the original. DoD adopted standards (10 simultaneous users): The database shall contain a complete file of DoD adopted standards from such societies as ASTM, ANSI, ASME, AIA/NAS, SAE, UL, and others. Naval instructions and directives (3 simultaneous users): The database shall contain a file of naval instructions and directives, including NAVSEA and NAVCOMPT. Electronic Industries Alliance standards (3 simultaneous users): The database shall contain full text of all EIA standards. GSA Contracts data (8 simultaneous users): The database shall include images of manufacturers' and vendors' catalogs and price lists, Federal Supply Schedules, and related publications such as the GSA Supply Catalog and the UNICOR catalogs. The information shall be searchable using a common interface. Allowance Parts List/Allowance Equipage list (APL/AEL) (10 simultaneous users): The database shall include parts and equipment information associated with naval shipboard and aviation equipment and be comparable, as a minimum, to the government-produced Allowance Parts List CD-ROM. Federal Logistics Data (10 simultaneous users): The database shall include information on National Stock Number items, cross relate part numbers and stock numbers, provide names and addresses for suppliers, and be comparable, as a minimum, to the government-produced FEDLOG. NATO documents (3 simultaneous users): The database shall contain a complete file of unclassified STANAGs and AQAPs. ANSI electrical, electronic, and information systems standards (3 simultaneous users): The database shall contain a complete file of ANSI electrical, electronic, and information systems standards. ISO/IEC information technology documents (3 simultaneous users): The database shall contain a complete file of ISO/IEC information technology standards. 2. Access requirements: The following access shall be provided for all of the required databases: a. Authorized SPAWAR HQ and SSC San Diego employees and their onsite contractors in San Diego, CA, shall be allowed access. b. Intranet access shall be via password. c. Information in databases shall be electronically available via the web on a 24x7 basis. 3. Functional capabilities. The following functional capabilities shall be provided for all of the required databases: a. Electronic copies of required documents; on-demand paper copies are not acceptable substitutes. b. Retrieval by searching every word of the full text document. c. Ability to move directly to specific paragraphs and pages within the document. d. Weekly updating as a minimum. e. Integrated and linked information wherever possible and/or appropriate. 4. Miscellaneous requirements: The following services shall be provided by the vendor: a. Onsite training at no cost. b. Onsite technical assistance at no cost. c. Toll-free customer service and technical assistance. d. Any software license required by the contractor MUST be furnished to the government with the quotation. 5. Past Performance. A minimum of three (3) references are required. Names, telephone numbers, addresses and contract number or type of work done for the reference must be supplied. Award will be made on an all or none basis. All offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (OCT 2000) and the DFARS provision at 252.212-7000, Offeror Representations and Certifications-Commercial Items (NOV 1995) with their quote. The FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (AUG 2000) applies to this acquisition.
