- Description
- The Defense Supply Center Philadelphia (DSCP), Directorate of General & Industrial (DSCP-IFAB) intends to hold a Pre-Solicitation Conference starting at 10:00 a.m. on Wednesday, February 7, 2001 in the Building 4 Auditorium located at 700 Robbins Avenue which is in the Northeast section of Philadelphia. Directions to the Naval Inventory Control Point (NAVICP) Compound and DSCP are located on the Internet at www.dscp.dla.mil under the heading "About DSCP". The Pre-Solicitation Conference will provide prospective offerors and interested customers with an overview of the Unitary Air Conditioner Program during the morning session and an opportunity to meet with presenters "one-on-one in the afternoon. The Defense Supply Center Philadelphia is working in conjunction with the Department of Energy's (DOE) Federal Energy Management and Building Research and Standards Programs to acquire new, highly efficient unitary "rooftop" air conditioners for federal buildings and to help promote their introduction into the private marketplace. This program is supportive of the goals of Executive Order 13123 and other federal government-wide policy to acquire the most energy efficient consuming products consistent with minimizing life-cycle costs. The air-conditioners to be acquired are in the range of 65,000 to 135,000 Btu/hr. and will reflect the lowest possible life-cycle cost, taking into account both initial price and electricity use, that can be achieved within specifications governing other aspects of long-term performance and reliability. This program will target customer requirements for large packaged Unitary Air Conditioners used in military construction and building projects, major facilities maintenance projects, and other non-maintenance projects within the 48 contiguous United States. This program is being designed to develop more efficient Unitary Air Conditioners and to complement the Maintenance, Repair, and Operations (MRO)Program as well as the Services Program. The benefits to be derived by the customers: (1) ability to replace or install Unitary A/C units in shortened timeframe(s), (2) availability and affordability of new Highly Efficient Unitary Air Conditioners, (3) commercial site evaluation, delivery, installation, and maintenance, (4) commercial quality standards and warranties, (5) leveraged buying, (6) lease/ options and (7) reduced customer contract management. After the initial contracts are awarded, all services will be procured through the issuance of individual task orders, each one defined by a separate statement of work. The contract performance period will be for a 5-year base with 5 one (1) year options.
