- NASA/JSC plans to issue a Request for Quotation (RFQ) for the purchase of six (6) battery charge and gauge panels (P/N 28V-BCGP-EM) for use as X-38 In-Cabin battery emulators for the Ironbird testbed of the vehicle. The units will be identical to the units purchased by NASA as part of the 28V In-Cabin Battery Modules. The functional requirements of this BCGP unit is to connect 16 strings of 24 NiMH cells in series (3.6 Ah/cell) in parallel with a capacity gauge circuit. This circuit must use the MTA11200B capacity gauge controller IC. The BCGP must contain independent charge control circuitry for each of the 16 strings. Charging shall be done at a C/8 rate using a 28 +/- 4 V power source. The BCGP must measure no more than 4" x 4" x 20" and weigh less 15 lbs. Interface connectors shall consist of one DB9 connector per string and four MIL-STD-38999 connectors for discharge power, charge power, data, and string test functions. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Summit Products Corporation in Minden, NV. Summit Products is the original designer and manufacturer of the flight battery charge and gauge panels for this battery system as a subcontractor to Yardney Technical Products under an existing NASA contract. In accordance with FAR 6.302.1 and U.S.C. 2304(c)(1), a Justification for Other than Full and Open Competition stating a unique source is being prepared. The Government intends to acquire a commercial item using FAR Part 12. Interested parties may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on February 1, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
