Sources Sought Synopsis: Air Force Space Command, 50th Contracting Squadron, Schriever AFB, CO intends to issue a solicitation for the Upgrade of Building 600, Central Plant Control System (CPCS) located at Schriever AFB, Colorado. The contractor will be responsible for the remaining design (including reviews) scheduling, and implementing all demolition, installation, fabrication, wiring, testing, programming, final As-Builts, and Training as required to supply a complete and fully functional and operational system. The critical nature of the facility will require that the contractor coordinate/phase all demolition and construction activities to allow the plant to maintain standby operational status of (at least 6 of 7 available generators) at all times with a minimum of outages and downtime. If two or more certified HUBZone-eligible small business entities express a sincere interest in submitting a proposal for this requirement, the Contracting Officer may consider a Small Business HUBZone set-aside for this contract. We are also highly encouraging Women Owned Businesses to express their interest in this project. The North American Industry Classification System (NAICS) Code for this project is 235310. The size standard is $7.0M. The magnitude of this project is between $1.0M and $5.0M. The issuance date for the solicitation has yet to be determined. The performance period will be approximately 180 days. The future posting of the solicitation, specifications and drawings will specify the work in full detail, but as a courtesy, the following summary is provided to make contractors aware of the knowledge and areas of expertise that will be called out for in the specifications and performance of this project. Removal and replacement of switchgear and main breakers. Removal of Import/Export controls and installation of new master synchronizer and load control units. Modifications to bus feeder and breaker controls. Removal and Replacement of unit overcurrent protective relays with new multifunction relays. Upgrade/Replacement of individual generator control panels with new control panels. Clean-out, extension, and repair of existing underfloor conduits. Removal and Replacement of bus generator breaker unit overcurrent and generator protective relays with new relays. Removal and Replacement/upgrade of main breaker unit with new relays. Modifications to feeder breaker controls. Removal of hallway walls, doors/doorways, partition walls, etc.. Installation of a Power Dispatch/Control Room/Workstation area including new Consoles, PC_s, Monitors, Keyboards, and all required EtherNet/Comm interfaces, hardware, software, wiring, power, etc. to implement a new redundant Human Machine Interface System (HMIS) to monitor and control generator and switchgear operations and maintenance. Installation of a new EMCS Console (furniture, data drops, power outlets, etc.) to support the relocation of existing EMCS console equipment (PC_s, Monitors, Printers, etc., -by others) to the new EMCS/workstation console area. Provide a bi-directional data link from the new GCS/HMIS system to the existing base EMCS for status monitoring. Provide maintenance and operation training for the new CPCS.
