Description

The Directorate of Contracting, Headquarters Materiel Systems Group is preparing to issue an RFP (FA8770-01-R-0027) for the "Keystone Decision Support System." An RFP will be issued to those companies whose Capabilities Statement, submitted as a result of the CBD sources sought published 27Nov00, demonstrated their ability to successfully perform the effort. The performance period of any resultant contract is expected to be from contract award througth 30jun02 with 3 twleve month options. Any resultant contract will be on a Cost Plus Award Fee Basis (CPAF). The estimated RFP release date is approximately 09Feb2001. An ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. the Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. the ombudsman does not participate in the evaluation of proposals or in the source selection process.
