Description

Scope of work includes demolition of two existing pig receivers, an additive injection station and concrete footings, and two chain link fences at those locations. The work includes defueling and abandonment of approximately 4000 feet of underground 10-inch and 6-inch fiberglass pipeline and approximately 3500 feet of underground 8-inch and 6-inch steel pipeline. The provision and installation of approximately 4000 feet of buried 10-inch steel pipeline with cathodic protection, a combination pig receiver/pre-filter concrete pad with additive injector, new chain link fence at this pad, electric power and lighting, hydrostatic testing and commissioning of the new pipeline, and incidental related work. Estimated range from $1,000,000 to $5,000,000. The contract performance period is 270 calendar days. THE NAICS CODE FOR THIS PROCUREMENT IS 23599 (SIC CODE 1629) AND THE ANNUAL SIZE STANDARD IS $11.5 MILLION. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) Experience/Past Performance; (2) Experience of Key Personnel; (3) Management Plan and (4) Small Business Utilization. The Request for Proposal (RFP), CD-ROM only, will be available on or about 9 February 2001 only for a non-refundable charge of $67.92.
