Description
The U.S. Geological Survey has requirement for Technical Support Services for the Earth Resources Observation System (EROS) Data Center, Sioux Falls, SD, and a field office in Anchorage, Alaska. The EROS Data Center (EDC) is a data management and research center of the U.S. Geological Survey. The EDC collects, archives, and distributes many types of remotely sensed photographic and digital earth science data and investigates ways to use the data in scientific and land resource planning and management. The EDC includes a scientific workforce to advance the uses and users of remote sensing and associated geo-spatial data. Their principal science agenda is to monitor and model land surface changes worldwide. The EDC maintains the world's largest collection of space and aircraft-acquired imagery of the Earth, including over four million images acquired by Lansat and other civil satellites, and over eight million aerial photographs. EDC conducts a broad range of activities in management of global Earth observations data, including the development, operation, and management of advanced systems for scheduling, processing, distributing, and applying land related earth science, mapping, and other geographic data and information. The EDC is a key participant in the NASA's Earth Science Enterprise (ESE). EDC receives, archives, processes and distributes data from the first ESE mission entitled "Terra" and its two instruments, the Moderate Resolution Imaging Radiometer (MODIS) and the Advanced Space-borne Thermal Emission and Reflectance (ASTER) radiometer. EDC/USGS has the overall responsibility for management of the Lansat 7 mission and program management. In addition, the Landsat 7 flight operations and ground system is operated by the EDC to schedule, receive, process, archive, and distribute the data. Co-located at EDC is the United Nations Environment Programme/Global Resource Information Database (UNEP/GRID)North American node office. Facilities at EDC include systems for tracking and commanding land remote sensing satellites, ground reception facilities for acquiring and processing land satellite data, advanced data and information anaylsis laboratories, production data processing and digitzing systems, business and scientific systems, geogprahic information systems, and a large photographic laboratory. The estimated period of performance is one nine month base year, plus four additional 12 month option periods, which shall be considered by the USGS. A DRAFT Solicitation for this procurement will be available for release and comment on or about February 5, 2001. Comments regarding the Draft Solicitation shall be due on March 5, 2001, to the Contracting Officer. All interested vendors are welcome to request a copy of the DRAFT Solicitation.
