Description

The U.S. Environmental Protection Agency intends to negotiate a sole source contract with Landmark Systems Corporation, 12700 Sunrise Valley Drive, Reston, VA 20191-5804 to provide maintenance and service on thee monitor for CICS/MVS and CICS/ESA to include usage rights, enhancements, correction of errors and missions and all updates necessary to this software for synchronization to change in OS/390 hardware and software platforms. Landmark Systems Corporation has exclusive copyright, patents and/or trade secret ownership, as well as the sole legal possession of the original computer "source code" that created the software. The circumstance permitting Other Than Full and Open Competition is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy agency requirements". The Period of Performance is 2/27/01 through 2/28/02. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any sources exist, therefore, no RFP is available. Consequently, any response(s) failing to provide the aforementioned stated data but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored.
