Description
This announcement constitutes a Request for Information (RFI) synopsis. Information obtained as a result of this synopsis is for planning purposes only. It does not constitute an invitation for sealed bid or request for proposal (RFP), nor is it to be construed as a commitment by the United States Air Force (USAF). The Air Force Communications Agency (AFCA), Analysis Branch, is developing a ground-breaking costing methodology designed to provide the major commands (MAJCOMs) and bases with detailed cost information on communications expenditures. The overarching goal of the cost study is to develop a tracking methodology that will allow the communications costs (typically expended at the communications group level) to be associated with the base activity using the communications infrastructure, systems, applications, services, etc. This should be accomplished using existing manpower, budget, and property records and be easily repeatable by individuals with little or no experience to minimize any additional workload that the project would force upon the bases. The specific deliverable will be a tool that integrates the various downloadable data files from the existing sources (manpower, personnel, finance, contracting). It appears at this time that the project would take the form of an activity-based costing project; however, it would not be limited to that. The contractor is given wide latitude to provide the tool in the most logical format as the contractor sees fit. We would like to know if any contractors have any tools, processes, applications, or past experiences in completing this kind of task that we can build upon and whether they would be willing to discuss those with HQ AFCA/ITX. Responding vendors are requested to provide the feedback within 15 days after the posting date of this notice.
