Description

NASA/DFRC plans to issue a Request for Offer (RFO) for: 1) generation of verification and validation processes to be used by the Western Aeronatical Test Range (WATR) organization; 2) updates and enhancements to the WATR System Developemnt Plan; 3) assistance in generation of WATR Software Configuration Management and Software Quality Assurance processes; 4) providing a review and inspection course and a review and inspection automation tool. NASA/DFRC intends to purchase theses services from Software Development Technologies (SDT) of San Jose, CA. The authority for this procurement is 10 U.S.C. 2304(a)(1) -- Only One Responsible Source. From earlier involvement with assessment of WATR software testing and development procresses, SDT is in a unigue position to identify missing components in those processes and possesses an understanding of methods to improve them. They have developed and wholly-own a specially customized "Dotted-U" testing model to perform this effort. No other known firm possesses a qualifying model, or the unique familiarization with WATR processes, sufficient to provide these services. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 5, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
