- Description
- The Officer in Charge requires all labor, materials, equipment, tools, transportation, supervision, safety and management necessary to provide annual maintenance service to the Fleet Combat Training Center, Dam Neck, Virginia Beach, Virginia. This procurement will result in the award of a firm fixed price, indefinite quantity type contract, for preventative maintenance, inspection, operational testing, emergency, urgent, and routine service call work, and repair work. The contract term is for a period of one (1) year. The Government shall have the option to extend the term of the contract services for an additional four (4) twelve month periods. The total contract shall not exceed 60 months. Plans and specification shall be available on or about 26 January 2001. The North American Industry Classification is: 561621, Size Standard 9.0M. The proposed procurement listed herein has been 100% set-aside for Small Businesses. The project will be solicited by use of Best Value Source Selection process, with the requirements for a Technical and Price Proposal. Technical proposals will be 100 pages or less and contain the following evaluations factors: Tab A. Past Performance; Tab B. Experience; Tab C. Contractor's Capability; Tab D. Financial; and Tab E. Subcontractor Management Tab A -- Past Performance -- The Offeror shall provide references demonstrating performance of similar type work, volume and complexity for the last five (5) years. Tab B -- Experience -- The Offeror shall show relevant work experience, in the performance of projects consistent with the type of work, volume and complexity of work, for the last five (5) years. Tab C -- Contractor's Capability -- Offerors shall clearly demonstrate their understanding of the scope of work by illustrating their technical approach and identifying proposed allocation of resources; including Corporate Support. Tab D Financial Capability -- Offerors shall clearly demonstrate their financial stability by providing the information requested in the below listed subfactors. Offerors shall also demonstrate their ability to sustain their financial obligations during the first 90 days of this contract. Subfactors: i) Submit a credit report for the present year and one for the last two years (a total of 3 reports). These reports must contain a rating and shall be obtained from a credit-reporting agency (e.g. TRW, Dun & Bradstreet, etc.). If the reports do not include a rating, this sub-factor will be assigned an unsatisfactory rating. ii) Line of Credit. Provide a letter from a financial institution showing your available line of credit. iii) Provide completed fiscal year financial statements for the past three years. Financial statements shall include i) balance sheet, ii) income (profit & loss) statement, iii) statement of cash flows, and iv) cash flow projections for the firm or corporation and shall be certified by an independent accounting firm. If financial statements are not prepared by an independent accounting firm then the company's last three federal tax returns shall be submitted along with the statements (these statements shall be signed by an authorized officer of the organization). iv) For joint ventures or new operating arrangements, discuss the financial responsibility among the firms. Items i), ii) and iii) above needed to be provided for each firm participating in the joint venture. e. Tab E Subcontractor Management Offerors shall clearly demonstrate their proposed use of subcontractors to perform work. Offerors must clearly identify when subcontractors will be used and how the use of subcontractors will be managed. Subfactors: (1) Offeror shall provide list of subcontractors and their specialties (2) Offeror shall discuss how subcontractors will be managed and to the extent subcontractors will be utilized in performance of this contract (3) Identify any established working agreements with subcontractors Estimated date for receipt of proposals is February 26, 2001.
