Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and copies of same will be provided upon request. (ii) This Solicitation Number, MDA41401T0637 is issued as a Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #90-45 Final Rule effective 1/1/97. (iv) The Standard Industrial Classification (SIC) code for this acquisition is 8999. The small business size standard is 500. (v) List of Contract Line Item Numbers: CLINs 0001 -- 0002, Sole Source, Jason Transmission Subscription, 1 ea., with broadcast links to all DoDDS Europe sites, inspection and acceptance at destination, FOB point is destination. (vi) Description of Requirements: LI1: Jason License Fee authorizes DoDEA and the UK District to test from 22 through 27 January 2001 and exhibit the Jason program during the period of 29 January through 9 February 2001, except 7 February. Also, the license authorizes use of all Jason curriculum, videos, educational materials and products as part of the project. The fee includes training fees and kits for Jason staff development. LI2: Jason Satellite Transmission Fee to the UK on PAN AM SAT from Downlink of U.S. Domestic Jason Program for DoDEA/RAF Lakenheath, Suffolk, UK. This service is to be provided by local UK PAN AM SAT Agent. Supply test transmissions from 22 January to 27 January 2001, and broadcasts from 29 January to 9 February 2001, daily from 2:00 to 10:00 GMT (est +5), except 7 February. (vii) Delivery period of subscription is 22 January through 9 February 2001, with acceptance FOB destination. (viii) FAR 52.212-1 Instructions to Offerors -- Commercial (Oct 95) is incorporated by reference and applies to this acquisition. (x) Offers shall include a complete copy of the provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its quotation. (xi) FAR 52.212.4 Contract Terms and Conditions -- Commercial Items is incorporated and applies to this acquisition and resulting contract. The following terms and conditions are added as an addendum to this clause: Type of Contract: The resulting contract shall be firm-fixed price. The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAP) for other than maximum competition. (xii) FAR 52.212.5, Contract Terms and Conditions Required to Implement Status of Executive Orders -- Commercial Items (Oct 1995) is incorporated in this contract, by reference. (xiii) Additional Contract Requirements: FAR 52.213-2 Incoices (Apr 1984) is incorporated by reference in this RFQ. (xiv) DPAS rating is C9E. (xv) CBD Numbered Note: N/A. All offers must be in writing and fax copies will be accepted at 804-327-0672. Offerors must acquaint themselves with the regulations concerning commercial item acquisitions contained in FAR Subpart 12 and must insure that all representations and certifications are executed and returned as called for in this quotation.
