Description
The purpose of this Special Notice is for the Bureau of Prisons (BOP) to provide industry with a forecast of potential future requirements for secure corrections services. This forecast identifies the potential requirements in addition to those described in previous announcements (See BOP website: www.bop.gov/acquisition). This notice is intended solely to provide interested parties with information for planning purposes and does NOT constitute a RFP. The BOP will issue a formal CBD notice specifically identifying the availability of any subsequent RFP. The BOP anticipates continued growth in its need for contractor-owned and operated secure correctional facilities. The BOP anticipates a requirement for an estimated population of up to 1,500 low security non-U.S. citizen criminal alien male inmates to be located within the following states: Delaware; Kentucky; Ohio; Virginia; and West Virginia. Provisions of such contracts may include, but are not limited to: a requirement to comply with the National Environmental Policy Act (NEPA) of 1969 and other applicable environmental regulations; a requirement that offerors have a minimum of 3 years continuous corporate experience operating secure corrections/detention facilities as of the date the RFP is issued; a maximum of 365 days from contract award to accept inmates; a fixed price contract with award-fee incentives; a performance-based statement of work based generally on American Correctional Association standards; and management emphasis on quality control. It is anticipated that facilities may either be new construction, require expansion, or existing. Interested parties should consider issues such as state/local authority to operate a private prison.
