- Description
- The U.S. Army Space Command is announcing the Defense Satellite Communications System (DSCS) Operations Control System (DOCS) Site Support and Services (DOCS3) contract re-compete. The new effort is entitled Defense Satellite Communications System (DSCS) Operations Control System (DOCS) Site Support and Services (DOCS4). The primary purpose of this project is to provide U.S. Army Space Command (USARSPACE) with site support and services for the Defense Satellite Communications System (DSCS) Operations Control System (DOCS) and Wideband Gapfiller System (WGS) and Commercial Satellite Network Control (CSNC). Site Support and services consists of on-site coverage and technical assistance, on-call coverage and technical assistance, depot and supply services, training services, logistic services, communications analysis, hardware maintenance services, software, firmware, and database support services, and computer system administration. The DOCS4 provides the following organizations with these services; U.S. Army (USA), U.S. Air Force (USAF), U.S. Navy (USN), Defense Information Systems Agency (DISA), and all other Department of Defense (DOD) organizations. These facilities are located worldwide and support; the DSCS Operations Centers (DSCSOC's), Global Satellite Communications (SATCOM) Support Center (GSSC), Regional Space Support Centers (RSSC's), Global Network Operation Security Center (GNOSC), Regional Network Operation Security Centers (RNOSC's), US Army Communications and Electronics Command (USACECOM), Project Manager Defense Communications and Army Transmission Systems (PM DCATS), DOCS Certification Facility (DCF), U.S. Army Signal Center and Fort Gordon USASC&FG); and Satellite Earth Terminals NOTE: There has been one significant change to the Statement of Work (SOW): It is not anticipated that that the Software Operations/Maintenance services will be included in this replacement acquisition. It is anticipated a Draft Request for Proposal (DRFP) will be issued and an Industry Conference conducted to assist the government in formulating the development of this requirement. Industry will be invited to participate in this process. As a precursor to the issuance of the DRFP and Industry Conference, request all Interested parties submit your question via e-mail no later than 20 Feb 2001 on the SOW to the points of contacts. This request is for information and planning purposes only. This information will be used to support the acquisition of the DOCS4 contract. All subsequent announcements will be made on the Army Space Website, at http://www.arspace.army.mil or in the Commerce Business Daily (CBD). The DOCS4 acquisition information is listed under the Contracting bullet, then select DOCS4. This acquisition will result in a single award. It is anticipated the award consideration will be as a result of full and open competition. The NAICS for this acquisition is 541519 (Other Computer Related Services), formally U.S. SIC 7379. As you know it is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, HubZone small business, small disadvantaged business, women-owned small business and other socially disadvantaged concerns. We anticipate the subcontracting goal for this acquisition will be; 35% of the contract ceiling for each contract period; 20% for small business, 5% for small disadvantaged business, 5% for women-owned business, Service-disabled Veteran-owned SB 3% and 2% for HubZone businesses. Request that all Interested parties provide your comments/recommendations as to the Industries ability to achieve these goals to this specific acquisition, taking in consideration the industry, the market and the SOW. Request your comments/recommendations/rationale on the socioeconomic goals via e-mail to Bryan A. Sasaki at bryan.sasaki@arspace.army.mil no later than 20 Feb 2001.
