Description
The Department of the Navy, Space and Naval Warfare Systems Center, San Diego (SSC,SD), intends to award a sole source, cost reimbursement type contract to Computer Sciences Corporation (CSC), 4045 Hancock St., San Diego, CA 92110-5164. The effort is for software development, life cycle maintenance of software systems, hardware design and integration, prototyping, and evaluation in support of the E-2C Airborne Tactical Data System (ATDS), a legacy system. The period of performance for the proposed contract is five years from the date of contract award. The North American Industry Classification System (NAICS) code for this effort is 541330, and the small business size standard is $20M. Requirements include an in-depth knowledge and understanding of the E-2C program operational requirements, system design specifications, test requirements, and interaction of the E-2C program with related programs, as well as expertise in software/hardware development guidelines and documentation as specified in DOD-STD-1679A and DOD-STD-2167A. Expertise and the requisite skills are also required to provide programming services in six computer processor types (L-304, L-3304, Motorola 68020, Intel 80186/80486, EHSP (ASPRO), and AYK-14), using software written in seven disparate languages (C, Motorola Assembly, L-304/L3304 Assembly, CMS-2, Pascal, Intel Assembly, and ASPRO Assembly), using five distinct operating systems (VMS, RSX, VRTX, UNIX, and ASPRO Executive), hosted on six computers (VAX, PDP-11/34, PDP-11/60, Motorola 68030, Loral ASPRO, and AYK-14). In addition, specialized skills are required in E-2C real time tactical and simulation software, development/maintenance of software/hardware simulation engineering, the interface of various subsystems (JTIDS, ALR-73, APS 138/145, IFF, CAINS II, Link 11, Link-4A), integration and prototyping (COTS/NDI), corrective maintenance, test and analysis support, and user training. Please note: It is the Government's intent to use streamlining procedures in the award of this effort. Therefore, it is essential that any Contractor who believes that their firm has grounds to challenge the intended sole source award shall submit a written objection via email to: gena@spawar.navy.mil. This statement must be received not later than 1500 hrs, February 5, 2001, and shall include a statement listing the specific knowledge, capabilities, experience, and expertise which demonstrates their firm's ability to perform the required tasks on a real-time basis. No Contactor shall be considered for award if the required statement has not been submitted by the time noted above.
