Description

17. The Support Equipment Evaluation / Verification Branches of the Product Evaluation / Verification Department, SE / Aircraft Launch and Recovery Equipment Directorate, Engineering Group, Naval Air Warfare Center Aircraft Division, has a requirement for technical, engineering, operations, and maintenance support services. This effort involves providing specialized technical and engineering services to support the test and evaluation of all types of support equipment used with aircraft to demonstrate suitability of the equipment in service; i.e. fleet use either shore-based or on-board ship. The contractor will be required to provide support in the following functional areas: (1) Avionics Support Equipment, including electronic warfare, electro-optics, radar, instrumentation systems, automatic test equipment, consolidated automated support system (CASS), and test program sets for the intermediate level of maintenance; (2) Platform Support Equipment, including airframe support equipment, supporting aircraft structures, hydraulics, pneumatics, electrical systems, fuel systems, environmental control systems, armament systems, and crew systems; (3) Propulsion Support Equipment, supporting primary and secondary power systems, gas turbine compressor systems, and mobile and fixed engine test facilities, and (4) Management and Administrative Support. This is a competitive, negotiated acquisition. The request for proposal will contain the contract terms, scope of work, the proposal submittal requirements, and the date and time for a pre-proposal conference/site visit(tentatively scheduled for 09 February 2001). Contract term is for one year with options to renew four one-year terms. A security classification of SECRET is required for performance of this contract. This contract is 100% set-aside for small business concerns. The Government intends to use the "Best Value Analysis" in awarding this contract. Anticipated evaluation criteria will include: Offer Acceptability, Offeror Capability (Personnel Resources, Relevant Experience, Past Performance, Oral Presentations) and Price. It is the Government's desire to award a Cost Plus Fixed Fee Contract to a single contractor. It is anticipated that the solicitation will be available by 31 January 2001.
