- NASA-ARC plans to issue a Request For Offer to procure research and development studies for Rotorcraft. The period of performance shall be five years. The anticipated contract value shall be $10,000,000. The scope of work shall cover a range of topics from analysis, design, and fabrication of components to studies in aerodynamics, human factors, and economic analysis. Studies shall be requested through Delivery Orders issued through the period of performance. Each Delivery Order shall have its own statement of work which shall be selected from one of the areas of study listed in the Statement of Work. It is anticipated that all areas of the Statement of Work shall be pursued during the contract, and contractors shall be required to show the ability to provide coverage in all study areas. The potential areas of study under this effort are as follows: (a) Assessment of Rotorcraft Requirements in the Next Generation Air Traffic Management System, (b) Prognostics and Health Management Assessments, (c) Research Flight Testing, (d) Wind Tunnel Test Stands, (e) Hardware Gear Testing and Components, (f) Advanced Rotor Technology Configuration Assessments, (g) Drive System Sensitivity Studies for Rotorcraft, (h) Avionics Processor Equipment and GPS Upgrades, (i) Health Usage Monitoring Systems, (j) Engineering Analysis of Advanced Concepts, (k) Advanced Cockpit Crew Station Research. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is issued as a full and open competition. The NAICS Code is 541330, and the Size Standard is $20,000,000 revenue per annum. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and Model Contract are those in effect through FAC 97-22. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is February 2, 2001 with an anticipated offer due date of February 16, 2001. An ombudsman has been appointed -- See Internet Note "B". The solicitation and any docments related to this procurement shall be available over the Internet. No hard copies shall be issued. These documents shall be in Microsoft Office Suite (Word 6.0, Excel 5.0, Powerpoint 4.0) format and will reside on the World Wide Web (WWW) server, which may be accessed using a WWW browser application.
