Description
This notification constitutes an Industry Day Announcement by the U.S. Forest Service and the Air National Guard Acquisition Directorate to determine sources and refine equipment requirements for an Airborne Supervisory Aircraft (Firedog Mission). More specifically, Industry Day will focus on associated equipment for Intelligence, Surveillance and Reporting, Datalink, and Command and Control (to include flight following) of airborne fire-fighting assets to best suppress/contain forest fires. The US Forest Service intends to procure equipment to aid in the airborne supervisory role inherent in wildland fire fighting. Identified equipment must be able to fit into a twin engine, pressurized aircraft. The Forest Service currently uses Beech Baron aircraft to fly this mission. The market information gained as a result of this Industry Day will help define system requirements and the acquisition plan. For the purposes of this Industry Day, no constraints of any ISR, Command and Control and Datalink equipment are levied except as noted in the following requirements. There will be limited discussion on any actual airborne platform. FIREDOG MISSION REQUIREMENTS: 1) Provide tactical forces with 24-hour, real-time or near-real-time, aerial, over-the-horizon delivery of streaming, visible and infrared video accessible via web-based applications. (Secure Internet-128 bit encryption, or Intranet); 2)Provide tactical forces with broadband web-based access to near-real-time, geo-referenced Firedog sensor intelligence, Satellite Imagery, Elevation Models, Planimetric Data, Remote Automated Weather Station (RAWS) and National Weather Service data; 3) Provide tactical forces with aerial-based VHF and cellular repeater capabilities; 4) Provide real-time assessment of retardant delivery efficacy; 5) Stabilized sensor platform; 6) Spectral range: 3.0 to 5.5 microns, 7.8 to 13.5 microns, 0.4 to 0.7 microns. COMMUNICATIONS REQUIREMENTS: 1) Aerial-based delivery of over-the-horizon real-time streaming video and IR intelligence utilizing web based technologies -- Initial estimates of bandwidth requirements: 100kbps-1mbps; 2) Antennae and radio equipment should be FAA aircraft approved for a pressurized twin-engine platform; 3) Remotely-programmable VHF radio capable of repeating emergency tactical communications for burn-over situations, emergency evacuations, etc.; 4) If over-the-horizon technology cannot support required bandwidth, or is cost prohibitive, the aerial platform will provide cellular technology for data transfer; 5) Secure high-bandwidth delivery of tactical and planimetric information to remote locations (e.g. fire camps using generator power) utilizing web-based technologies. COMPUTER/DATA STORAGE SYSTEMS: 1) Ruggedized platform storage capable of holding 2 fuel cycles of flight sensor data. Estimate 5 hours total time; 2) Ground-based "on-line" storage capable of delivering 3 months of processed sensor data, and 48 hours of flight video. "Remote" storage of current fire season data retrievable within 15 minutes of request; 3) Geo-reference and orthorectify sensor target data to within 90 meters of target location within 30 minutes of data collection. Additional information regarding flight following can be obtained at the following web site: http://www.fs.fed.us/rl/fire/aviation Interested parties capable of producing the equipment listed above which meets or exceeds the above requirements shall provide a Statement of Capability (SOC) via e-mail that demonstrates the existing capability to produce, modify and sustain the system as described above; and a description of system capabilities. The SOC shall be unclassified and the information submitted should be pertinent to, and identify system capability as related to the technical effort requested above. No solicitation exists at this time and the U.S. Forest Service and the Air National Guard do not intend to award a contract on the basis of this Industry Day or otherwise pay for the information solicited. The SOC is limited to Office 97 Word or Power Point format and must be received not later than 20 Feb 2001, along with potential attendees (company and position) via e-mail to any of the addressees following this narrative. Security clearances are not required. Any vendors desiring to fly-in aircraft for capability and integration demonstrations may do so. The U.S. Naval Air Facility at Andrews AFB is prepared to provide ramp space and limited support (weather permitting). Vendors desiring to fly-in aircraft must assume complete responsibility for coordination with the Naval Air Facility and completion of required DoD 2400 series regulations and paperwork.
