Description
HQ Electronic Systems Center (ESC) Intelligence, Surveillance, & Reconnaissance Integration Systems Program Office (SR) will be issuing a Request For Proposal (RFP) F19628-01-R-0018 to provide all necessary labor, materials, equipment, tools, testing, and subcontracted support to maintain and repair systems in the ESC/SR Building 1614 located at Hanscom Air Force Base, Massachusetts. The work shall include the maintenance and repair of the following systems: (1) heating and ventilation and air conditioning (HVAC) and controls; (2) smoke exhaust system (SMEX) and controls; (3) ventilation and exhaust system (VEX) and controls; (4) physical structure (plumbing, assembly, doors, walls, locks, doorstops, hardware, noise cover systems, sound integrity, attenuation of doors and walls, isolation, and visitor lights); and (5) electrical power distribution system (EPDS). This Request for Proposal shall require that all interested parties have an updated and approved facility security clearance at a minimum level of Secret and U.S. citizens within the company eligible for secret clearance. The contractor shall comply with guidance and procedures as outlined in the Director of Central Intelligence Directive (DCID) 1/21, which shall be provided with the request for proposal package. Access to classified is only required at the Government facility. Bidders must meet the following qualifications to be considered for the proposed work: technically qualified, adequate financial resources, facility security clearance at a minimum level of secret, U.S. citizens eligible for secret clearances, and can comply with performance schedule. The scheduled release of the RFP is 5 FEBRUARY 2001. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a), or women owned business and whether they are U.S. or foreign owned. An Acquisition Ombudsman, Colonel Joseph B. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
