Description
The United States Postal Service (USPS) wishes to prequalify sources to develop, implement and maintain the Transit-Time Measurement System (TTMS). The purpose of the TTMS is to measure service performance, externally and independently, from point of entry into the USPS mailstream to point of exit (delivery) into the home of the addressee for several product lines, including, but not limited to, First-Class and Priority Mail. A variety of periodic and ad hoc reports will be generated to help identify specific service problems so that USPS management can implement corrective actions. Interested companies seeking to be prequalified must provide in their response: (1) Experience in similar or related projects including quality processes, with references and contacts. (2) Organizational history and capabilities statement which must be of nationwide scope. (3) Knowledge and ability to: sustain a reporter panel (residential and businesses) at a 90% response rate, sustain a mail induction panel for 85 different metro areas in the United States, fabricate different types of First-Class and Priority Mail test pieces, send datafiles via different protocols, analyze various types of information throughout the process, use sampling design and statistical techniques when necessary. THIS IS NOT A SOLICITATION. The USPS intends to prequalify sources. Prequalification does not constitute a contract award. It is the business decision of the Contracting Officer to prequalify. All qualified suppliers need not be placed on the prequalified list if the purchase team determines (1) that a smaller group will provide adequate competition or (2) that some suppliers are considerably more qualified than others, thereby precluding purchase opportunities for the less qualified. It is the intent of the USPS to award this contract using the prequalified suppliers. The USPS will review current and past performance on similar contracts, corporate history and capability statements, quality assurance procedures and experience on similar large-scale projects, and any other pertinent information provided by the interested parties/organizations. Upon completion of this review, all suppliers responding to this announcement will be notified of the USPS's decision. Interested suppliers should submit five (5) copies of their pre-qualification submission to Marcia Stevens at the office address shown above. The due date and time for submission of responses is 4:00 PM, Thursday, February 8, 2001.
