Description
The Government intends to negotiate a firm fixed contract which provides all required labor, management, material and equipment to establish and support the Pilot Human Resource Call Center in the Machias Bay region (Washington County), Maine. This call center shall provide a full range of support to Navy civilian employees in the northeast region of the United States, and shall be the first entry point of contact for employees seeking general information regarding the following: 1) Federal Employee Health Benefits (FEHB); 2) Federal Employee Group Life Insurance (FEGLI); 3) Thrift Savings Plans (TSP). The Government anticipates initiation of a Call Center Help Desk to accomplish this effort, inclusive of all related software required to operate the call and help desk. Hours of operation shall include normal working hours, five days a week, excluding Thanksgiving, Christmas and New Years (6:00 AM to 8:00 PM). Saturday hours shall be from 9:00 AM to 1:00 PM. There shall be some Government Furnished Equipment(GFE, which shall be identified in the RFP. The Contractor shall be responsible for providing all required labor to perform this effort. All employees must have sufficient training to operate the help desk and call center, be familiar with and capable of answering general Government benefits and related Health Benefits, TSP, and FEGLI questions as identified. The resulting contract shall be from the date of award to 1 March 2002. The Government shall hold a Pre-Solicitation Conference at the place of performance. The specifics for the conference shall be identified in the RFP. The Government anticipates priced option provisions to extend the term of the contract for two one-year options in addition to the provisions of FAR 52.217-8 "Option to Extend Services". The standard identification code (SIC) for this effort is 8743. Potential offerors are hereby notified that the solicitation will ONLY be available by downloading the document at the Naval Electronic Commerce Online (NECO) website at www.neco.navy.mil. This office will not be issuing hard copy solicitations. By submitting a proposal, offeror(s) will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive a contract from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. All responsible sources may submit an offer which shall be considered by the agency.
