Description
This Sources Sought announcement is to identify sources capable of providing hardware, software and services solutions to develop a web-based information system for the Naval Space Command, Dahlgren, Virginia. The web system will provide a portal to external customers and an INTRANET for the command and subordinate personnel. The system supports both classified (SECRET level) and unclassified mission critical operational and administrative requirements. The developed system shall support U.S. Navy Fleet, Fleet Marine Force, Commander-in-Chief U.S. Space Command; other authorized external users, and internal Naval Space Command requirements. Government-furnished information will populate the system to provide dissemination of space-based products, interactive space tactics discussions, computer-based training, mission and watch scheduling, administrative services, document sharing, and other functions currently undergoing definition. The system shall integrate completely the capabilities of the NIPRNET, the SIPRNET, IT21, and NMCI. The criticality of the system requires that it be operational 24 hours a day, 7 days a week, 365 days a year. Interested sources should provide documentation containing potential hardware, software and services solutions to develop the required system as well as a Rough Order of Magnitude to develop and support the system. The submitted information shall enable technical and requirements personnel to assess the possibility, probability, affordability, and capability of the proposed solution to meet the needs of the Naval Space Command. The Government intends to execute this effort in two phases. Phase one provides administrative and analysis support to (1) identify detailed functional requirements, (2) recommend a web technology operations and maintenance organization based on best commercial practices, (3) recommend web management policy based on best commercial practices, and (4) recommend deliverables and performance parameters for phase two. Government personnel will participate in phase one activities, in the form of IPTs with the vendor recommending, researching, collecting and documenting requirements, standards and policies. Phase two implements a system providing the command with both classified and unclassified INTRANET and NIPRNET/SIPRNET applications, software infrastructure components, development and execution frameworks and any other necessary components to satisfy the requirements identified in phase one. The Government may execute each phase as separate contracts to different vendors. THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND THE GOVERNMENT WILL NOT PROVIDE REIMBURSEMENT OF COSTS ASSOCIATED WITH THE DOCUMENTATION SUBMITTED FOR THIS INFORMATION SYSTEM. All interested parties shall forward the specified documentation on or before 5 February 2001 to Contracting Officer, Naval Surface Warfare Center, Dahlgren Division, Attn: Code SD118, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 and reference Sources Sought Announcement Number N00178-01-Q-1015. The submitted documentation, upon delivery, becomes the property of the U.S. Government and shall not contain any restrictive/proprietary information or markings.
