Description

This is a combined SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a Request for Quote. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 97-20. CLIN 0001 Basic Year Desktop Access to Specifications and Standards 12 MOS $ _________ CLIN 1001 Option YR 1 Desktop Access to Specifications and Standards 12 MOS $ _________ CLIN 2001 Option YR 2 Desktop Access to Specifications and Standards 12 MOS $ _________ CLIN 3001 Option YR 3 Desktop Access to Specifications and Standards 12 MOS $ _________ CLIN 4001 Option YR 4 Desktop Access to Specifications and Standards 12 MOS $ _________ This solicitation is sole source to Information Handling Specialist or their authorized dealers. DESKTOP ACCESS TO COLLECTIONS OF DOD AND INDUSTRIAL STANDARDS, SPECIFICATIONS VENDOR CATALOGS, PARTS, PRODUCTS, AND REGULATIONS Requirements. The contractor shall provide access to the required information via an Internet WEB client platform including MS Windows Internet Explorer and Netscape Navigator. The requirement consists of concurrent user access as called for in Table 1, for each of the information groups defined in Table 1 with a maximum of 20 seconds access time for each image, after index query, excluding network transmission. The user shall have access to these databases via an interactive web page with appropriate hyper-links to facilitate the "click and go" link to associated regulations or specifications, etc. User access is in excess of 350,000 hits per annum for approximately 250 PCs. Locations:Error! Bookmark not defined. Locations include Robins AFB, GA, Brooks and Kelly AFBs, TX and nine laboratories at other sites that support Brooks AFB. The contractor shall provide accounting software to track user access by Product Directorate. Call Buyer to have Attachment 1 faxed. See Attachment 1 for Individual Item Description of DoD Adopted Standards User Hardware and Software. The contractor shall provide web based access to information services providing integrated access to the databases via an appropriately configured web browser for IBM compatible PCs running Windows NT, Windows 2000, Windows 98, Windows 95. A representative shall provide administration of all network equipment servers required to provide access to the full range of information products. The contractor shall provide the capability of restrictive access to the degree indicated in Table 1. The system shall have a ten-minute time-out. Usage reports shall be provided quarterly which show usage times for each class of product grouping. Printing. The system shall have the capability to print to any printer directly connected to an available port on the individual user PC or PC network and print jobs to any level 1 Postscript capable printer on the network. Service. Installation, implementation and integration services for all necessary communications at Robins and Brooks AFB shall be provided as necessary. The contractor shall accomplish maintenance for communication equipment during normal work hours of 0800-1700 Monday through Friday. Training. The contractor shall provide training for up to 250 users at Robins and Brooks AFB. Computer Based Training is preferred if available. Classroom training shall be scheduled in a time frame mutually acceptable to both parties. The government will provide classroom facilities. Support. Problem reporting response shall be within 8 hours between the hours of 0800 and 1700 Eastern Standard Time or eastern daylight time as applicable. In the event resumption of service is in excess of one working day; the contractor shall provide hardcopy documents as requested within 8 hours of request. Reliability. A 95% operation reliability factor minus power outages and network failure and scheduled maintenance is required. Place of Performance: Robins AFB, GA Period of Performance: Date of Award through 12 months.
