Description
The Engineer Research and Development Center, Corps of Engineers, Vicksburg, Mississippi proposes to negotiate and award a contract to the Canadian Commercial Corporation for a modernized system based on what has been learned over the past 6 years of operating the Scanning Hydrographic Operational Airborne Lidar Survey (SHOALS) to include all components and capability upgrades. Included will be production of a second sensor based on the first sensor, capable of operating on an unmanned airborne platform and possessing the same capabilities that are currently operational on the SHOALS System. The primary objective of this effort is to develop the technology and resulting airborne lidar systems capable of supporting U. S. Department of Defense, both Army and Navy, requirements for rapid large-scale littoral mapping and nautical charting, and mapping in denied areas. This effort is intended to build on the technology of the SHOALS system, to produce similar capabilities for coastal mapping, nautical charting and tactical operations. SHOALS was successfully developed through a U. S. Army Corps of Engineers and Canada Defense Development Sharing Agreement (DDSA) Project Agreement that was concluded in 1994. This new effort intends to develop the Compact Hydrographic Airborne Rapid Total Survey (CHARTS) system for rapid, large-scale mapping and charting and the Bathymetric and Topographic Survey (BATS) sensor, which will operate on a vertical take-off and landing tactical unmanned aerial vehicle (VTUAV) for covert missions. This program is being pursued as a cooperative project implemented under the terms of the Memorandum of Understanding in the Field of Cooperative Development between the U.S. DoD and the Canadian Department of National Defense Protection, dated 21 November 1963. A cost-sharing R&D contract is contemplated with the Canadian Government. This contract will be negotiated pursuant to 10 U.S.C. 2304 (c)(4). This is not a request for proposal. This project qualifies under the U.S./Canadian Defense Development Sharing Program and pending signature of a Project Agreement. In the event the Project Agreement is not executed, this announcement will be cancelled.
