Army Aviation Applied Technology Directorate (AATD) is in the process of developing the Survivable, Affordable, Reparable Airframe Program (SARAP) that will demonstrate structures technology for very large airframes (25 -- 60 tons). The envisioned end result of this four-year effort will be demonstrated, enabling technology suitable for a weight optimized, affordable Future Transport Rotorcraft (FTR) airframe (Technical Readiness Level [TRL] of 6) and for immediate insertion into the legacy fleet. The demonstrated technology will meet Rotary Wing Vehicle Technology Development Approach (RWV TDA) Phase 3 Technology Objectives for improved structural efficiency and affordability compared to 1994 baseline technology. Reparability, crashworthiness, and ballistic and MANPADS tolerance shall be addressed in this large airframe design. Of equal importance to the structures technology is the process of identifying and applying affordable technology. Affordability will be enhanced through Integrated Product and Process Development (IPPD) tools and techniques including knowledge based engineering systems, risk mitigation and lean manufacturing concepts. The Government desires an approach that focuses on development of a virtual prototype capability sufficient to achieve a TRL of six. SARAP will build hardware, possibly on modernized legacy airframe systems, in order to validate the virtual prototype. This request for information is for purposes of exchanging information to improve understanding of the Government requirement and industry capability and is for information and planning. This announcement must not be construed as a commitment by the Government and any information submitted by industry will not constitute an offer which could be accepted by the Government. Written responses are requested to be in by 15 February 2001, however, earlier dialog is encouraged. It is also requested that responses be limited to ten pages.
