- Description
- The Naval Sea Systems Command (NAVSEA) intends to acquire from Thomson Marconi Sonar Limited (TMSL), Ocean House, Templecombe, Somerset BA8 0DH, United Kingdom, data analysis, system interface definition including system requirement and design specifications, re-porting of software code to a new host, integration and testing, and demonstration of the performance of new Detect and Classify software algorithms. Specifically, the services provided will include analysis of existing AN/SQQ-32 contact data to demonstrate performance improvements that may be achieved by the application of Multi Ping Integration (MPI) algorithms. The contractor will also develop a demonstration unit that will be built and integrated into an AN/SQQ-32 system on an Avenger Class MCM, and then tested to demonstrate the performance improvements expected with the Detection and Classification functions. The Government intends to award a sole source contract pursuant to 10 U.S.C. 2304(c)(1) because TMSL is the only known entity with the requisite knowledge to perform the required combat system integration effort. No other sources have the technical qualifications and the necessary resources to perform the work described herein, nor will any other services satisfy the Navy's requirements.
