Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB, Office of Contracts, Simplified Acquisition Branch (M/CON/SA) intents to solicit, negotiate, and award a Purchase Order (contract) on a non-competitive basis using Simplified Acquisition Procedures (FAR Part 13) to Marconi Mobile Limited, Chelmsford, Essex CM1 1PL, London, England for the purchase of (1) one H1550 Digital Drive modified to Interface with Transmitter Type B6128 and (1) one Installation kit. The BBG/IBB operates transmitters manufactured in England by Marconi. Marconi is the manufacturer of the Model B6128 transmitters for which these spare parts are being acquired. These parts are proprietary to Marconi and are not available from any source other than the original equipment manufacturer. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 (a) (2), 41 U.S.C. 253 (c) (1), which states: Only one responsible source and no other supplies or services will satisfy agency requirements. This Notice of Intent is not a request for competitive price quotations. Interested firms or persons may identify their interest and capability to respond to this requirement. All such price quotations must be received by the Government by 5 PM EST, Friday, January 30, 2001 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
