Description
The United States Postal Service is seeking Qualification Statements from construction contractors desiring prequalification for award of a lump sum contract for the construction of a new Main Post Office in Fairfax, Virginia. Construction estimates for this project are in the range of $8,000,000 to $10,000,000. The scope of work for this project includes construction of a new 34,544+/- gross square foot new Post Office with a multistory parking structure on a 3.2+/- acre site located in Fairfax, Virginia. The project includes but is not limited to the following; retail space, administrative offices, workroom, truck docks and associated parking. All areas described are approximate; exact areas will be denoted on plans and specifications to be issued with the Postal Service's request for proposal. The total period for construction of the project will be 480 days from Notice to Proceed. Only the most highly qualified contractors will be prequalified. To be considered for prequalification the company must; be financially capable; have been business a minimum of five (5) years as a building contractor; provide examples of minimum Experience/Performance requirements of two (2) comparable projects with in the past five (5) years (one of which must be completed). For this project "Comparable Projects" are defined as; new construction of commercial or similar complexity with a minimum of 30,000 square feet, and a multistory parking structure of 100,000 square feet and a total construction cost of $8,000,000. The Qualification Statements will be evaluated in accordance with the following criteria: Part III, Experience/Performance, includes both Comparable and Non-comparable experience/performance and Part IV Capabilities, includes; Organization, Safety, Backlog, Financial Capability, Bonding and Banking. The Postal Service intends to issue a Request for Proposal (RFP) only to companies that become "Prequalified". The Postal Service will select the offeror that provides the overall "best Value" to the Postal Service, taking into consideration technical and cost related factors. Primary consideration will be given to super technical or management features rather than lowest overall costs. Prequalification packages are available now and may be obtained by email to; mmille20@email.usps.gov or tbonsall@email.usps.gov. Prequalification packages are due by 3:00 PM EST, February 16, 2001 and should be mailed, using one of the services offered by the Postal Service, to Mr. Mike Miller, Major Facilities Purchasing, 4301 Wilson Blvd., Suite 300, Arlington, VA 22203-1840. Qualification Statements will not be returned.
