Description
Provide all services to administer and teach a course entitled "Human Resource Management III and IV". This will be a one (1) year firm fixed priced contract. These courses are designed to improve human resource management skills of Corps of Engineers supervisors and managers. Human Resource Management III provides four different perspectives from which to view today's work (a) empowerment and the Corps shifting paradigm; (b) empowerment and individual differences honoring self; (c) empowerment and diversity developing the workplace to tomorrow; and (d) empowerment and delegation skills of the 2000's. Each topic includes content experience, and application to provide participants with specific tools to take back to the job. Human Resource Management IV is designed to present the organizational perspective of the HRM series. This course looks at the Corps organization from four cornerstones (a)visions; (b)values; (c)teamwork; and (d)leadership. Each topic addressed builds upon the previous days learning. Course for HRM III are scheduled for April, May, June and July and during the months of April, May, June and March 2001 for HRM IV, at various locations in the U.S. The team shall consist of one lead instructor and one assistant instructor for each session. Both instructors shall be present during the entire course, at each course session. Lead instructor should have (a) 3 or more years during the last 5 years of practical work experience in human resource management, (b) 200 hours teaching, during the past 5 years, to adult learners in a work-related rather than an academic setting. 100 of these hours shall have been devoted to teaching federal, state or local government personnel, (c) Master's Degree in Human Resource Management or with a major area of emphasis directly related to human resources management OR a Baccalaureate Degree in a related field plus five years of teaching experience in a related field. Related fields include communications, sociology, and psychology. Assistant instructor must have (a) 3 years, during past five years, of practical work experience related to human resource management topics, (b) 100 hours, during past 3 years, of teaching experience in human resource management. This teaching experience must involve instructing adult learners in a work related rather than an academic setting. 50 of these hours shall have been devoted to teaching federal, state or local government personnel, (c) Baccalaureate degree with major area of emphasis relating to human resource management. One team instructor shall have certification and experience in administration and interpretation of personality instruments designed to identify personality style and type. Solicitation should be issued on or/about 19 Jan 01. Copies of the solicitation shall be obtained by written request at no cost to interested parties. One set of the following course material may be obtained from this office at a cost of $45.00 (non-refundable) per set per course ($90.00 for both courses): Attendance Record Form, Registration Form, End-of-Course Evaluation, Completion Certificate, Instructor Lesson Plans, Pretest and Posttest and Student Training Course Manual. Payment will be made by certified check, cashier's check or money order payable to the Finance and Accounting Officer and should accompany the request for solicitation. Attachments will not be broken out separately. It is not a requirement that you request a copy of the items listed. This a 100% set-a-side for small business procurement. Responsible sources may submit proposal which, shall be considered by this Agency. North American Industry Classification System (NAICS) code applicable to this acquisition is 61143. Contractor must furnish business size with written request, along with duns number, tax identification, cage code and must be registered in central contractor registration.
