Description
The US Army Garrison Aberdeen Proving Ground, Directorate of Safety Health and Environment is considering the solicitation of a firm fixed price buy out contract for the operation and maintenance of the remediation of the Old O-Field source area and associated contaminated groundwater for an indefinite period of time or until an exit strategy is met. An insurance policy or performance bond will be required to protect the interests of the government. Interested parties must attend a meeting on 08 February 2001. BACKGROUND: The US Army Aberdeen Proving Ground (APG) is located along the upper Chesapeake Bay in Maryland. The Old O-Field area of APG has been contaminated as a result of past disposal operations. The majority of waste disposal activities at Old O-Field occurred during the WWII time frame. Disposal practices at Old O-Field included the shallow burial and open-pit burning of munitions and bulk and laboratory samples of chemical warfare material, contaminated equipment and other hazardous materials. Several decontamination and cleanup operations were performed at Old O-Field from 1949 through the early 1970's. The most notable of these efforts was carried out in 1949 when 1,000 barrels of decontaminating agent were applied to the field in an attempt to detoxify mustard agent that had been scattered over the site by several spontaneous detonations. The decontaminating agent contained approximately 95 percent 1,1,2,2-tetrachloroethane. Tetrachloroethane and its degradation products have been identified at elevated levels in the groundwater. Other contaminates identified in the groundwater include chlorinated aliphatic hydrocarbons, aromatic and nitroaromatic compounds, chemical warfare agent degradation compounds and metals. In September 1991, the Record of Decision (ROD) for the contaminated groundwater specified extraction and treatment to prevent discharge of contaminants to near by Watson Creek. Currently, the groundwater is extracted downgradient of the disposal site and is treated at an onsite treatment facility using chemical precipitation, air stripping, ultraviolet oxidation and carbon adsorption. An onsite, continuous biomonitoring system using blue gills is also used to ensure the water is safe to discharge. This facility has been in operation since 1995. In September 1994, the ROD for the source area specified the installation of a permeable infiltration unit (PIU) on the surface of the Old O-Field landfill to reduce the likelihood and potential impact of a potential explosive event. Installation of the PIU has been completed. The PIU consists of an initial 2 foot sand layer, geogrid reinforcement system, subsurface trickling system, subsurface monitoring system, final 3 foot sand layer, geotextile layer, 6 inches of aggregate and a surface sprinkler system which is connected to a 200,000 gallon dedicated water storage tank. MEETING: All potentially interested parties are requested to attend a meeting on February 8, 2001 to discuss this potential solicitation.
