- Description
- The Bureau of Reclamation intends to negotiate on a sole source basis with Joyce Conway, 1305 Urban St., Golden, CO, 80401. The proposed action is for English to American Sign Language (ASL) services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). A Reclamation Ph.D. deaf research chemist requires extensive and accurate translation services from English to ASL. Language interpretation takes place in settings such as typical everyday conversations to highly technical research meetings and conferences involving themes and theories found in the natural sciences. The nature of the meetings where the services will be required range from weekly staff meetings to highly technical week-long research conferences. Typically, most meetings have taken place at the Bureau of Reclamation, Denver Federal Center, Building 56, in Lakewood, Colorado. To a lesser extent, meetings have also taken place elsewhere in the Denver metro area (i.e. at other federal government agencies); and out of state, for events such as conferences, within the continuous 48 states. A minimum of 3 years of interpreting experience at the research level in the natural sciences (beyond the Ph.D. academic level in chemistry, biology, limnology, ecology, and toxicology) is required. National certification from the Registry of Interpreters for the Deaf (RID) is encouraged. Interpreters shall have experience in interpreting complex environmental chemistry scientific presentations, and able to fully and accurately translate the content of the presentations. Based on the foregoing, the Government believes that only one responsible source can provide the services that will satisfy the agency requirements. Any firm that believes it possesses the above technical expertise are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate possession of the requisite technical expertise. All responses received within 14 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
