Description

Natural Resources Conservation Service (NRCS), is looking for qualified registered surveyors to provide metes and bounds surveys of farmland properties for the Wetlands Reserve Program in Columbus, Tyrrell, Halifax, Bladen, Hyde, Orange, and Washington Counties in accordance with the Federal Acquisition Regulations for Architect and Engineer Services. There will be a need for approximately ten (10)surveys through 10-30-01. The contract may contain options for additional fiscal years. Interested parties should submit SF 254s and SF 255s to Contracting Officer, USDA-NRCS, 4405 Bland Road, Suite 200, Raleigh, North Carolina 27609. The agency shall evaluate each surveyor in terms of its professional qualifications necessary for satisfactory performance of the work, specialized and technical competence, capacity to accomplish the work in the required timeframe, past performance on contracts with government agencies and private industry, and location to areas where work will be required. The solicitation will only be available after evaluation and will be provided to only those firms determined to be highest qualified. Discussions will then be held with at least three of the most highly qualified firms. More than one award may be made depending on cost and feasibility for one surveyor to work in all seven counties with the distances involved. Performance time will generally be thirty (30) days for each survey. Five (5)surveys will be issued at the same time to be completed in one thirty (30) day period. Five (5) surveys may be issued at different time intervals to be completed in thirty (30) day increments. SF 254s and SF 255s should be received at the above listed office not later than close of business on Wednesday, January 31, 2001.
