Description
NASA Langley Research Center (LaRC) is hereby soliciting information for potential sources for Atmospheric Research Support Services. ARSS is the follow-on procurement for the requirements currently performed under LaRC contract: NAS1-19570 for Atmospheric Sciences Research and Technology Support Services (ASRATSS). The North American Industry Classification (NAIC) Code for this procurement is 541710, and the size standard under this code is 1,500 employees. Research support services will be required in the following areas (experimental, analytical and computational): atmospheric radiation, chemistry, and dynamics; atmospheric simulation modeling; retrieval and analysis of satellite-borne observations; retrieval and analysis of complementary measurements from aircraft, balloon, and ground-based systems; research and development of state-of-the-art science instruments, and data archival and distribution technology; validation of various data sets; archive control; and dissemination of data for use by the scientific community and non-science users. Services will be required in the following areas: performing scientific and analytical studies necessary to develop, maintain, and update empirical and simulation models used in conducting atmospheric research; providing all services necessary for operational processing of data from satellite and other research platforms; providing technical support required to translate research objectives into viable, state-of-the-art, science instrumentation systems for ground, aircraft, and space-flight research applications; providing logistical support and ground facilities, personnel, and equipment for conducting remote field experiments; developing and maintaining documentation associated with flight hardware and procedures developed under this contract; and operating the Atmospheric Sciences Data Center (ASDC) to meet the needs of its wide spectrum of customers including maintenance and enhancements of the ASDC data systems and services. The ASDC effort includes implementation and operation of systems for processing, archiving, and distributing science data sets, incorporation of new earth science data sets, maintenance of existing ASDC earth science data sets, support for new missions, and development of value-added products and services including user services and support. Additional information on the LASDC mission can be found at: http://eosweb.larc.nasa.gov/ The total requirement is currently distributed between LaRC's Atmospheric Sciences Competency and the Systems Engineering Competency. Currently ninety-eight percent of the work is for the Atmospheric Sciences Competency. For information on the nature of work performed in each organization listed above see: http://www.larc.nasa.gov/ Interested sources, including potential subcontractors, should provide a capability statement of 7 pages or less to the Point of Contact listed below. The statement should include: (1) company capabilities in the areas addressed above; (2) a list of relevant work performed in the past 5 years, contract number, technical description, contract type, dollar value, performance period, and customer reference name and phone number; (3) name, address, contact, telephone number and e-mail address for your firm; (4) teaming arrangements, if any; (5) size of business (number of employees); (6) whether your firm is large, small, small disadvantaged, 8(a), small women-owned, and/or a HUBzone small business. All statements must be in font size 12. The expected period of performance is 5 years, including a 2-year initial period, and three 1-year options. A cost-plus-award-fee contract is anticipated. The Government intends to use responses to this synopsis to aid in its decisions regarding set-asides and/or small business/small disadvantaged business/woman-owned small business/HUBzone small business subcontracting goals. Any request for proposal resulting from this synopsis will be synopsized in the CBD and on the NASA Acquisition Internet Service (NAIS).
