Description
The Air Force Research Laboratory, Rome Research Site, (AFRL Rome) has a requirement for research and development in the area of Surveillance Sensor Technology. This effort will perform tasks in support of Surveillance Sensor Technology in multi-theater, tactical and strategic theaters of operation. This will be accomplished by pursuing technologies that have the potential for improving the deficiencies to perform surveillance and classification of volatile targets from ground, airborne and spaceborne platforms in both passive and hostile environments as described by the users in an expeditious manner. The approach will be to provide a vehicle to rapidly pursue promising technologies. Anticipated deliverables include Final Technical Reports with a possibility of an exploratory model to confirm theoretical findings. A Cost Plus Fixed Fee Indefinite Delivery/Indefinite Quantity type contract with a period of performance of sixty (60) months is anticipated. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. The successful offeror must have a completed and approved DD Form 2345 prior to award. For further information on CCAL, contact the Defense Logistic Service Center at 1-800-352-3572. Memorandum of Understanding (MOU) country sources must contact the Contract Specialist within 15 calendar days from the date of this synopsis to receive a copy of the solicitation package at the time it is initially issued. Issuance of the solicitation will not be delayed to review requests from MOU country sources received after the 15 calendar day time period or from non-MOU country sources. Secret clearances will be required for performance. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contract Specialist, Lori Smith, Phone 315-330-1955. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Lt. Col. Reid Lerum, Chief, Contracting Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. The Contract Specialist will post this list on the FedBizOps along with the solicitation to facilitate subcontracting and teaming opportunities only. Offerors registering their name either on FedBizOps or with the Contract Specialist should not conclude that they will receive a paper copy of the solicitation in the mail. Paper copies will not be available. The solicitation and any amendments thereto will only be available by downloading the documents from the Federal Business Opportunties web site. All prospective offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. See Numbered Note 26. All responsible sources may submit a proposal in response to the RFP which shall be considered.
