Description

17. DESCRIPTION The U.S. Army Tank-automotive and Armaments Command (TACOM) intends to negotiate with Specialty Systems, Inc. on a sole source basis for support, maintenance, and enhancement of the software applications developed by Specialty Systems, Inc. TACOM is issuing a combined Synopsis/ Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals will be accepted, however a written solicitation will not be issued. The combined Synopsis/ Request for Quotation (RFQ) number is AMSTAL-CJX2-0201. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14, dated 24 Sep 1999. The associated standard industrial classification code is 7373, with a size standard of 1,000 employees. The Specialty Systems, Inc. software is an ORACLE database application. The type of service is for support, maintenance, and enhancement of the software applications from approximately 15 Dec 2000 thru 30 Sep 2001 requiring an estimated 400 hours of labor. Services are for the U.S. Army Petroleum Center, AMSTA-LC-CJPS, New Cumberland, PA, and the performance period will begin at the date of award. F.O.B. Destination will apply. Provision at FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The following factors shall be used to evaluate offers: (i) technical capability of the items offered to meet the Government requirement and (ii) price. Offerors are advised to include a complete copy of the Provision at FAR 52.212-3, Offerors Representation and Certification Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items; applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. This acquisition is rated DOA4. TACOM intends to negotiate solely with Specialty Systems, Inc., 1451 Route 37 West, Toms River, NJ for these services. See numbered Note 22. Offers are due no later than 3:00 p.m., local prevailing time on 26 Jan 2001.
