- Description
- The Naval Undersea Warfare Center Division Newport intends to award a sole source contract to Vibro-Acoustic Sciences, San Diego, CA for the procurement of a AutoSEA2 Networked Perpetual License for Windows 95/98/NT platform and Installation of the subject software. This procurement is sole source because it is the only software known to meet our minimum requirements. The Statistical Energy Analysis (SEA) software must meet the following requirements: SEA code must be capable of three-dimensional modeling; users must be able to create SEA models directly from both IDEAS Master Series 7 CAD design geometry models and also existing FEA mesh models; must be possible to render SEA models as shaded three-dimensional solids; SEA results must be representable as color contours plotted directly on the three-dimensional shaded sea solids; code must contain an open-architecture for expandability and compatibility with other third-party software modules; code must contain (a) Diffuse, (b) Propagating, and (c) Turbulent Boundary; layer dynamic pressure spectrum power sources for SEA input; code must contain capability for User-Defined library elements for creation and incorporation of customized material, juncture, and element models, experimental test-based models, etc.; code must run on multiple platforms including Windows 95/98/NT, SGI IRIX, and Hewlett-Packard Unix systems. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by January 26, 2001 will be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
