Description

Background "REMOVE, REPAIR/OVERHAUL AND REINSTALL SAFETY VALVES IN BUILDING 34019, WRIGHT-PATTERSON AIR FORCE BASE, OH 45433 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation #F3360100QX026 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The proposed acquisition is 100% set aside for small business concerns. The NAICS code is 23511. The small business size standard is 11.5M. A description of the requirement is as follows: Non personal service to furnish all labor, material and equipment necessary to perform an inspection of all safety valves and relief valves at designated locations on attachment 1 at the beginning of contract performance and at the beginning of each option year. A purchase order with two one-year options may be awarded. Work includes removal, repair/overhaul, set, test and reinstallation of valves as required and when directed by the government representative or the Contracting Officer in accordance with Appendix A, Statement of Work. The information that is necessary to quote on this requirement is posted on the ASC Pre-Award Information Exchange System (PIXS) at www.pixs.wpafb.af.mil. There you will find the Statement of Work, Appendix A; Safety Valve Schedule, Attachment 1; Bid Schedule; Far 52.212-3, Offeror Representations and Certifications Commercial Items; and Department of Labor Wage Determination No. 94-2419 Rev. 16. Award will be based on ""best value"" to the government, not necessarily lowest quote. This will include evaluation of offers, which include options by adding the total price for all options to the total price for the basic requirement. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the option(s). All quotes shall include a completed copy of Provision 52.212-3, Offeror Representations and Certifications Commercial Items. FAR Clause 52.212-1, Instruction to Offerors -- Commercial Items, FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, and 52.219-6 are incorporated by reference.
