Description
The US Army Communications Electronics Command (CECOM) Acquisition Center -- Washington, on behalf of CECOM Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining Team proposes to negotiate a sole source acquisition with Rheinmetall Landsysteme GmbH for the supply of training, spare parts, transportation, advanced maintenance and repair services of the Rhino Tiller Mine Clearing System. These supplies and services will be delivered on site during a 3-6 month field evaluation of the Rhino system in Israel. The Rhino is a large, custom fabricated, tracked vehicle designed for excavating and shredding landmines. The system is remotely controlled and features a pair of counter rotating tiller drums which are capable of excavating soil, roak, and landmines to a depth of 50 cm while moving forward at a .75 km/hr rate. The system is 58 tons in weight, is hydrostatically driven, powered with a 700 kW diesel engine, and remotely controlled. A variety of automatic on board systems (integrated hydraulic data sensing, recording, transmitting; fire suppression; auxiliary electric and hydraulic power sources; video monitoring; depth control; energy management; lift cylinder synchronization; track synchronization etc.) add to the system complexity. Ordinary POL requirements, routine maintenance requirements etc. are NOT a part of this procurement which is limited to the logistic requirements for the Rhino which are unique and require a source which has expert knowledge of the design and operation of this particular system. Rheinmetall Landsysteme GmbH has been determined to be the "only One Responsible Source and no other Supplies of Services will satisfy Agency Requirements." See Note 22.
