- Description
- The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with the Systems Integrating Group, Inc., to develop an overall CD for prosecutors and judges incorporating the latest impaired driving literature, including court cases, research, technology, and scientifically validated standardized field sobriety testing (SFST) techniques. The CD will also include sanctioning alternatives (ranging from incarceration or vehicle impoundment to treatment and community service). The contractor will develop an overall content and utilization plan for the CD. The plan will define the intended audience, expected manner of use, and source material to be recorded. The contractor in coordination with assistance from NHTSA will create digital images of printed source documents and digital versions of recorded videotape. The CD will provide indices necessary to effectively allow the quick reference of resource material. In addition, the CD will be configured to "Auto Start" in Windows 95 or later version. Parties expressing an interest in this procurement must submit a written response which includes detailed information as to professional qualification and relevant expertise/specifically addressing organizational/personnel experience. Expression of interest without sufficient detail to permit evaluation of capabilities will not be considered. Oral expressions of interest will not be considered. This notice of intent is not a request for competitive quotations nor is a Request-for-Quotations solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive simplified acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quotation from Systems Integration Group, Inc., on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 15 calendar days from date of publication of this notice.*****
