- Description
- This acquisition is for Land Mobile Radio Systems, equipment and related services, purchase and or lease. It is intended to award an Indefinite Delivery Indefinite Quantitiy (IDIQ) type Firm Fixed Price (FFP) contract in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. This acquisition will provide users a vehicle through which they can modernize base radio communications to comply with the policies and direction of the National Telecommunications Information Association (NTIA) for efficient use of the frequency spectrum. Current NTIA policy requires the conversion of Federal Agencies from existing wideband frequencies to narrowband frequencies by the years 2005 and 2008. Three Program Categories (I-Systems and Implementation, II-Equipment and III-Technical Assistance) may be acquired. Offerors may propose on all three (3) Program Categories or on one (1) Program Category or on any combination of Program Categories. The Government may award one or more contracts for each Program Category. The period of performance will be for a ten (10) year basic contract. The Department of Defense has numerous installations within CONUS, Alaska and Hawaii that must act by the 2008 deadline to migrate their existing security and public safety radio systems. These are systems used by the fire, police, disaster agencies, etc. Many Department of Defense (DoD) activities maintain cooperative operating relationshiips with other Federal agencies and Many DoD activities that have mission requirements in OCONUS locations. This acquisition may support all Federal agencies on a worldwide basis. It will support cooperative communication requirements and systems interoperability. Systems offered through this acquisition will ensure the ability of agencies to conform to NTIA guidelines. It will also support the DoD Joint Tactical Radio Systems PM by ensuring JTRS compliant equipment is offered as it is certifed by the PM and becomes available from industry. This acquisition is being accomplished as a service to DoD and Federal customers. Upon award(s) of the basic contract(s), as requirements develop they will be awarded via individual delivery orders. If more than one basic contract is awarded, the Governnment intends to compete the majority of BRS requirements with the contract awardees prior to issuing the resultant delivery order(s). If more than one contract is awarded, delivery orders will be placed in accordance with FAR 16.505(b), Orders under multiple award contracts.
