Description
The Space and Naval Warfare Systems Command (SPAWARHQ), on behalf of the Program Executive Office for Information Technology (PEO-IT), intends to solicit proposals for the development of the Navy Recruiting and Accession Management System (NRAMS). This program is being conducted in multiple phases: Phase I, the Prototype Stage and Phase II, the Continued Development and Implementation (CD&I) Stage. The Prototype Stage allows for concept design and demonstration to reduce risk. NAVSEA competitively awarded Other Transaction Agreements to four contractors: GRCI, IBM, KPMG, and SRA for the Prototype Stage. SPAWAR now intends to conduct a full and open competition and award one CD&I contract in order to continue system development during the CD&I Stage. FAR and DFARS regulations will apply to the CD&I procurement. Among other requirements, all offerors will have to demonstrate a prototype and make an oral briefing of an NRAMS solution in the late March-early April 2001 time frame. A contract award is scheduled for April 2001 and delivery is scheduled for June 2002. The purpose of NRAMS is to provide Commander, Navy Recruiting Command (CNRC) with a modern, responsive and flexible information system to support recruiting and accessions management needed to meet Navy personnel end strength. Additionally, NRAMS will replace aging legacy systems and interface with other Department of the Navy (DoN) and Department of Defense (DoD) systems. NRAMS will provide an open architecture framework that integrates CNRC's desired functionality into a single information system that enables future enhancements. SPAWARHQ intends to post a draft RFP for industry comments to the SPAWAR Business Opportunities Web Page at http://e-commerce.spawar.navy.mil under the heading "Future Opportunities" not later than close of business January 16, 2001.
