Description

The U.S. Environmental Protection Agency intends to negotiate a sole source contract with Viewpoint, Inc., 11778 South Election Dr., Suite 120, Draper, UT 84020 to provide Titanium Library 2001-CL505 software application support. Only Viewpoint, Incorporated's Titanium software model library produces the required resolution for the "mesh elements" of EPA's geometries, particularly in the area of anatomy, automobiles, and buildings. Viewpoint's Titanium package offers 14869 models, several hundred of which are ultra-high resolution in nature. Other 3D repositories, such as competing products "Avalon" and "3D Caf " are very limited in the number of models that are offered, have insufficient resolution for EPA usage, and would require far more scientist hours to customize. Viewpoint is the only single vendor that offers all of EPA's required models. EPA's required models provides inexpensive customization capabilities; and, does so at an extremely cost effective price per model. The circumstance permitting Other Than Full and Open Competition is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy agency requirements". EPA anticipates the award of a fixed price purchase order. The Period of Performance is February 3, 2001 through February 2, 2002. All interested parties who believe they can provide the required services should submit a capabilities statement and qualifications in writing within 15 days from the date of this announcement. If no affirmative responses are received within 15 days of this notice, the Government will proceed with the procurement of these services with Viewpoint, Inc. Consequently, any response(s)failing to provide the aforementioned stated data but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be considered.
