Description
Rollout of the Ticket to Work program contained in the Ticket to Work and Work Incentives Improvement Act (TWWIIA) of 1999 is underway. Among other related contracts, the Social Security Administration is awarding two contracts to support an independent evaluation of the program. The first contract has already been awarded and will design (1) a series of national surveys to augment SSA administrative and Ticket to Work program data, (2) an appropriate sample design for the surveys, (3) a process evaluation for the program, and (4) the net impact evaluation to analyze the quantitative data. A second contract will be awarded late in 2001 (estimated RFP release date early summer 2001) to implement these surveys and the evaluation. SSA is interested in identifying sources interested in bidding on this evaluation implementation contract so that information can be shared during the design process. Sources (and any subcontractors to be included in the bid) must be experienced in implementing complex sample designs, nationally representative surveys, process evaluations, and rigorous impact evaluation designs using quantitative techniques (such as multivariate statistical procedures/models) used to measure net-outcomes. The evaluation implementation contract will be solicited under full and open competition and will be cost reimbursable. The expected duration will be 6 years. The contractor will produce appropriate reports including the three reports to Congress required in the legislation. The activities of the two contracts will have about six months of overlap and the design contractor will be required to provide technical assistance to the evaluation implementation contractor during this period.
