Description

The Naval Air Systems Command (NAVAIR, Patuxent River, MD has a sole source requirement to develop Mid-Air Collision Avoidance System (MCAS) functionality within the Common Identification Friend or Foe (IFF) Digital Transponder (CXP). NAVAIR requires a solution that does not involve new or additional weapon replaceable units (WRAs), essentially a non-hardware solution. This solution dictates the utilization of a Mode S capable transponder that is already installed or planned for installation in tactical fighter aircraft and helicopters that are target MCAS platforms. To accomplish this effort Contract N00019-00-C-0298 with BAE Systems Aerospace will be modified utilizing a Cost Plus Fixed Fee type modification. The estimated period of performance is 14 months. In accordance with Federal Acquisition Regulation (FAR) 6.302-1 there is only one responsible source and no other supplies and services will satisfy the agency requirements. BAE Systems Aerospace is the sole designer and developer of the Navy's Common Identification Friend or Foe Transponder System and as such is the only source with the requisite knowledge and existing transponder with the required Mode S capabilities to fulfill the requirement. Therefore, this acquisition shall be negotiated on a sole source basis with BAE Systems Aerospace, One Hazeltine Way, Greenlawn, NY. See Numbered Notes 22 and 26.
