Description
The Food and Drug Administration is seeking experienced 8(a) firms to operate and manage a document control center in the Center for Biologics Evaluation and Research. This is a market survey, not a solicitation. Provide life-cycle records management for a multi-media collection of regulatory materials located in multiple sites. Work will require knowledge and experience in Records Management for different types of documents with ability to maintain paper based collection of at least 16 types of regulatory documents with full accountability and tracking, and begin conversion to receive and process documents in an Electronic Document Room. Contractor will be required to assist in design and development processes for document and correspondence receipt, retrieval, tracking, circulation control and disposition. Requires knowledge of NARA Regulations for archiving, retention and disposition of documents. Will require ability to receive electronic submission, make available to reviewer staff and maintain accountability in required time frames. It is anticipated that within the next 3 years, all submissions will be in an electronic format. Knowledge of various software for viewing submissions received from different sources. Knowledge and experience in formatting of submission and integration into agency system. Contractor should be versed in network infrastructure and have ability to utilize current IT server and change to other versions as necessary. Contractor will be required to perform functional analysis to assess the most efficient means to manage the documents and related electronic formats. This would include the design and implementation of a manual and automated processes to provide accountable management of the document inventory. Interested, qualified 8(a) firms should submit a written capability statement which demonstrates their ability to provide the services above. The deadline for submitting the capability statement is 2:00 pm, local time, January 29, 2001. See Note 25.
