Description

This is a commercial item combined synopsis/solicitation in accordance with FAR Part 12.6 for cable television service for Fort Indiantown Gap National Guard Training Site, Union and East Hanover Townships, Lebanon County, Pennsylvania. This is a best value Request for Proposals and this announcement constitutes the only solicitation. Non-personal services contractor shall provide all labor, tools, materials and transportation necessary to install cabling to present industry standards and provide cable television services 24 hours per day seven days per week. Approximately 300 government and non-government users are estimated. A ten-year agreement will be established subsequent to solicitation and evaluation of best-value offers. It is estimated that an agreement will be in place prior to end of February 2001. The contractor will be required to bill for services to individual users, who will be individually responsible to pay. Government users will pay via the Government Purchase Card (Visa). The contractor receiving the agreement will be responsible to install any necessary cabling and outlets in future new construction and in response to future government requirements. The best value evaluation factors, in order of importance are 1) contractor's ability to provide service without locating its receiving and broadcast equipment on the government's property, 2) technical factors including equipment and materials technical data offeror shall provide quality program and other data for evaluation of offeror's ability to accomplish the technical requirements; include information on equipment and materials and information on responsiveness to requests for new service and resolutions to service interruptions, 3) programming packages and options offeror shall provide information on all channels to be made available and show cost per user for its various packages, 4) past performance contractor should provide information identifying past government and non-government contracts/agreements for similar services; indicate references and phone numbers; contractor shall also indicate problems encountered on the identified contracts/agreements and the offeror's corrective actions; offerors with no performance history will not be excluded from consideration; 5) performance time offeror's proposal shall indicate number of calendar days after signed agreement until services can be provided. Evaluation factors, when combined, are significantly more important than cost. Offeror's shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with its proposal. The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The provisions at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, are included and incorporated by reference -- these clauses apply: FAR 52.222-26, Equal Opportunity, FAR 52.232-36, Payment by Third Party, and FAR 52.239-1, Privacy or Security Safeguards.
