- Description
- Desc: This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is RFQ-1-2004. FAR 52.219-6, Notice of Small Business Set-Aside is applicable to this acquisition. The North American Industry Classification System Code is 325211. The small business size standard is 750 employees . Item 01: Solid Square Seedling Protectors (Tubes), 4.5" X 4.5" X 24". Quantity required is 48,000 each. Item specifications: Quad-pro Tree Guard or similar; Photo-degradable plastic homogeneous co-polymer with a minimum field life of 2 years. Gauge of 80 microns (+ 5 microns) with ribs or staves oriented vertically 3/8 " (+ 1/8") apart extruded as a part of the protector to add rigidity and strength; Color: a specific blue in the light spectrum that has been shown to promote growth of conifer trees and is an integrated part of the extrusion process and not painted on afterwards; Dimensions shall be 4.5" (+ 0.5") on each of the 4 sides by 24" (+ 0.5") long, volume of opened tube shall be equal to a 5" diam. x 24" tall tube; a total of 8 quarter-inch holes shall be located in horizontal pairs, two pairs located 4" (+ 0.5") from each end of the tube and on opposite corners to allow " square stakes placed inside the tube to be attached with wire twist ties. Each hole of a hole pair shall be 2" (+ 0.5") from the other and 1" (+ 0.25") on each side of the folds forming the corners of the tube. Tubes shall maintain their square shape after being unfolded and their corner folds re-creased. Solid protectors shall be packed flat with 200 to 400 each per box to facilitate affordable shipping, handlings, and storage; Each box shall have the tube dimensions and quantity marked on one side with a minimum lettering size of 1". Items 2 and 3 are for Vexar, Conwed Plastics, or equal. Rigid Tubes shall meet the following description: Diamond mesh with parallel strands spaced 7/16 inch apart, center, tolerance of 1/32 or + 1/16; Strand diameter 40-60 mils; Mesh angles 70 and 110 degrees + or -- 5 degrees; 70 degree angles oriented lengthwise to the tube, Color translucent green; Photo degradable period (UV ratings) 60 months + or -- 6 months; Tubes shall have adequate strength so as not to tear from a wooden stake out in the field. Rigid tubes shall be nested eight to a nest to facilitate shipment. A total tolerance of + or -- inch in diameter from the largest to the smallest is permitted. Rigid tubes shall be placed into plastic bags and then placed inside "michelman" cartons (waterproof waxed cartons) for final shipment. Plastic bags shall be closed with a tie. Cartons shall be marked clearly on two opposite sides with 4-inch lettering which includes content, size, direction of tube on long axis, and destination. If cartons are inserted into plastic bags, the bags shall be marked. Item 02: 24-point Rigid Tubes, 5" diam. X 24"; Diameter (min/max for nesting) 4.75" -- 5.25"; Quantity 48,000 ea. Item 03: 18-point Rigid Tubes, 4" diam. X 24"; Diameter (min/max for nesting) 3.75" -- 4.25"; Quantity 4,000 ea. Design drawings, descriptive literature and samples showing the quoted item meets or exceeds all specifications included herein must accompany the quotation. Delivery shall be FOB Destination to Bend Pine Nursery, Region 6 Seed Extractory, 63095 Deschutes Market Rd, Bend, OR 97701 by April 4, 2001. The Government will unload and stack shipment into compound building. A 72 hour notification shall be given to the COR prior to delivery. The Government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. The provisions at FAR 52.212-2, Evaluation-Commercial Items, 52.212-3, Offeror/Representations and Certifications-Commercial Items, and 52.212-4, Contract Terms and Conditions-Commercial Items apply to this solicitation. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders -- Commercial Items with the following clauses also applies: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-36. The Government procurement card (VISA) will be used under this contract/order for procurement and payment. The parties agree that the price reflected in this order reflect use of the purchase card. The Contractor notes that it is a violation of VISA regulations to charge a premium for card transactions, but that the vendor is permitted to offer discounts for cash payment. The Contractor will not process a transaction for payment through the purchase card clearinghouse until the purchased supplies have been shipped. Contractors who are not set up to accept VISA payments will be paid by check after receipt and acceptance of the item. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty.
