- Description
- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. Fuel Oil #6 (FS6), NSN 9140-00-247-4354, ASTM D 396, Line Item 980-55, Charleston AFB, SC; ordering period Date of Award through April 30, 2003. Delivery is FOB Destination of 2,580,000 gallons via Tank Truck with at least 20' of hose and 3" camlock coupler into 2/210,000 gallon above ground tanks at Bldg 431. Personnel will be available at Bldg 431 24 hours a day, 7 days a week to accept deliveries. Trucks enter Gate #2 (Arthur Drive) gate only. Certified tank calibration markers on the delivery conveyance will determine the quantity delivered. This facility uses natural gas as its primary energy source. However, during times of natural gas curtailment or when the economic analysis indicates it is more cost effective to burn fuel oil, the contractor is required to commence deliveries within 48 hours. Solicitation SP0600-01-R-0039 is being issued as a request for proposal and constitutes the only solicitation; a written solicitation will not be issued. Solicitation SP0600-00-R-0008-0001 as amended by Amendments 0001 through 0006 is incorporated by reference. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-20 effective October 11, 2000. The NACICS code is 422720 and the small business size standard is 500. DESC anticipates conducting discussions with offerors submitting proposals under subject solicitation, but reserves the right to make contract award based on initial offers submitted. The provision at 52.212-1 -- Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. Contractors who have been awarded a contract as a result of offers submitted for Solicitation SP0600-00-R-0008-0001 may reference those completed certifications, state that the completed certifications are current, accurate and complete and agree to notify the Contracting Officer of any changes, in lieu of completing the provision 52.212-3. The provision at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. This solicitation incorporates by reference all provisions of Solicitation SP0600-00-R-0008-0001 as amended by Amendments 0001 through 0006 except as follows: Add FAR Clause 52.232-33, Payment By Electronic Funds Transfer -- Central Contractor Registration (May 1999). The following DESC Clauses have been revised since the issuance of Solicitation SP0600-00-R-0008-0001: C16.69, Fuel Specifications (PC&S)(DESC Sep 2000); G150.06, Submission of Invoices for Payment (Domestic PC&S)(DESC Oct 2000). Solicitation SP0600-00-R-0008-0001, Amendments 0001 through 0006 and all documents associated with Solicitation SP0600-01-R-0039 can be found at http://www.desc.dla.mil/main/p/grfuels/reg4.htm. The Government contemplates award of a Requirements Type, Fixed Price with Economic Price Adjustment contract resulting from this solicitation. Product price will escalate / de-escalate cent for cent or any fraction there of with a combination of the following Platts Oilgram Price Report postings: 50% Platts Low Sulfur Resid Fuel Oil NY Cargo 1.0%Max and 50% Platts High Sulfur Resid Fuel Oil NY Cargo 3.0%. Offer prices should be based on the reference price in effect on January 08, 2001, which is as follows: $0.503452. Offeror's written proposals should be submitted in English in U.S. dollars per gallon and signed by an authorized company official. Elements that should be included in the offer are as follows: a price which should include the applicable taxes and any offer terms and conditions. Proposals must be received no later than 3:00 p.m., local U.S. time, Fort Belvoir, VA, on January 17, 2001. Please submit your offer via fax addressed to the following: Attn.
